Research Safeguarding Program

In response to United States government (USG) and sponsor agency requirements, the university has appointed the Chief Research Security Officer (CRSO) to establish and manage a compliant Research Safeguarding Program. The intent of this program is to protect the integrity of United States Government (USG) and university funded/supported research and intellectual property from internal and externall risks.

 

What is an insider risk?

Insider risk refers to the possibility that an insider will use their authorized access, wittingly or unwittingly, to do harm to the security of the United States or the university. This can include damage through espionage, theft, unauthorized disclosure or the loss or degradation of resources or capabilities. Insider risks can be intentional or unintentional.

The federal Center for Development of Security Excellence (CDSE), a division of the U.S. Department of Defense, offers insider risk awareness training and resources recommended by the USC Office of Research Security:

The CDSE defines an insider threat as, “the threat that an insider will use her or his authorized access, wittingly or unwittingly, to do harm to the security of the United States. This can include damage through espionage, terrorism, unauthorized disclosure, or the loss or degradation of department resources or capabilities.” It further emphasizes that “insider threats can be intentional or unintentional.  

 

Insider risk awareness at USC

The university is currently developing its Research Safeguarding Program, plan and awareness campaign that will:

  • Educate personnel on recognizing potential indicators of insider risk or illicit activity.
  • Provide reporting mechanisms for suspicious activities or behaviors.
  • Establish an investigation and adjudication process that is fair and equitable.

It is the responsibility of personnel within the research enterprise to report illicit activities or suspicious activities or behaviors, potentially indicative of insider risk activity.
