Jessalyn Brogan Walker is the Program Manager for the Excellence in Policing and Public Safety Program. Previously she served as a Policy Advisor at the Criminal Justice Coordinating Council (CJCC) of D.C. Government, where she guided interagency strategies to improve justice system coordination and outcomes. Prior to this, she directed the ABA Legal Education Police Practices Consortium, a national effort to examine and enhance legal education on policing practices for law schools. She also directed the Evidence to Advance Reform in the Global Security and Justice Sectors study series at the National Academies of Science, contributing to global discourse on evidence-based institutional reform aimed at strengthening the effectiveness of local, in-country law enforcement.
Her international portfolio includes managing community-oriented policing programs aimed at countering violent extremism at the United States Institute of Peace, Hedayah the International Center of Excellence for Countering Violent Extremism and the Global Center on Cooperative Security, where she advanced strategies rooted in better understanding the root causes of crime and violence, and authentically building trust to support community engagement efforts. She has developed and delivered trainings for the policing services of Jordan, Kosovo, Nigeria, the Maldives, and Tanzania. She is the co-author of Community-Oriented Policing for Countering Violent Extremism: Adopting the Ethos Through Enhanced Training, a key resource that has informed practitioner training worldwide. She holds an undergraduate degree in Politics and Sociology and a master’s degree in criminology, both from the University College Cork, Ireland.
